Learning Plan for the Open Contracting Partnership

Description

The Open Contracting Partnership is driven by two goals, as articulated in its 2015-2018 strategy: building global norms and demand for open contracting; and strengthening implementation of open contracting on the ground. The pursuit of both goals hinges on learning and evidence.

While the strategy describes these objectives in broad terms, this document—our approach to monitoring, evaluating, and learning—supplements and expands on the strategy. It provides a framework for what it means to be an organization that learns and that also uses learning as a key modality in its work. We emphasize learning over the monitoring and evaluating components because these latter two are merely means to an end; the lessons and resulting adaptations are more critical.
