Agency Learning and Evidence Month: Partnering Locally in Non-Permissive Environments

In non-permissive environments (NPEs) where uncertainty, instability, inaccessibility, and/or insecurity constrain USAID’s ability to operate, timely and effective action can be complex but is often critical in advancing local humanitarian and development objectives. While the operations of USAID and international partners in these environments are often highly constrained, local actors are living in these communities. Local organizations and individuals have an intimate knowledge of their local contexts and continuously monitor developments to inform the sometimes rapid and multi-dimensional decisions they must make. In this session, USAID Mission staff and a Local Works research partner shared recent evidence and experiences from activities funded by Local Works on how local partnerships can effectively support development outcomes in environments where international actors are limited.
