Learning for Organizational Resilience to Streamline USAID Processes in El Salvador

The USAID/El Salvador - Central America and Mexico (ES-CAM) Mission operates in a dynamic environment where organizational resilience is crucial. The Democracy and Governance (DG) Office collaborated with the Organizational Resilience team in Staff Care to enhance team efficiency, support foreign service nationals, and improve collaboration across DG teams, including health, democracy, and program support. In line with the agency learning agenda, this initiative aimed to streamline systems, processes, and resources to meet long-term needs while maintaining flexibility for rapid responses.
The DG Office applied the Collaborating, Learning, and Adapting (CLA) framework to foster collaboration and continuous learning. Mechanisms like feedback loops and real-time data collection were implemented to improve practices and adapt to new challenges.
The DG Office leadership engaged Staff Care to enhance internal collaboration and decision-making. Using the DiSC assessment and regular team reflections, a plan was developed to improve collaboration, align team objectives, and enhance professional growth. Continuous reviews of the CLA framework led to stronger internal collaboration and improved organizational effectiveness. Results included significant progress in improving internal collaboration, team cohesion, and morale. The CLA framework has helped align team contributions with office goals, enhance decision-making, and maintain momentum through regular follow-ups on CLA goals.
