A learning agenda includes a (1) set of questions addressing the critical knowledge gaps impeding informed design and implementation decisions and (2) plans for learning activities to help answer those questions. When answered, this will help the organization work more effectively. In the development context, learning agendas are often used to prove or disprove untested assumptions in development hypotheses or theories of change.
