Is there an M, E, & L tool kit designed specifically for USAID implementing partners/award holders or should they use the USAID mission staff toolkit to develop their plan?

First and foremost thank you for your time. I am researching and gathering USAID resources for our project implementation plan and want to make sure I am sending them up to date and appropriate tools and resources. We are currently in the midst of writing a proposal for an OFDA award. Thanks again.
