Scenario Planning for Assistance to Yemen

In the absence of a formal strategy to guide programming in the dynamic and challenging context of Yemen, the USAID/Yemen team developed a scenario plan and monitoring framework to direct the implementation of responsive and adaptive program assistance. Together with internal and external stakeholders, the team developed this adaptive approach over the course of three months to guide USAID decision-making and provide a platform for USAID to serve as a thought leader within the U.S. government (USG) in providing assistance to Yemen. Work is ongoing within the USAID/Yemen team to integrate regular monitoring and revision of the scenario plan into its existing processes, and conducted its first quarterly review of the scenario plan and monitoring framework in July 2017.
