Important Dates
Many donors and implementers are grappling with how better to support developing countries’ self-reliance and ownership over their development agendas, as well as how to deepen and leverage learning and adapting within their organizations and programs to achieve this result. USAID is both committed to developing countries’ self-reliance and an acknowledged leader in organizational learning. USAID’s Collaborating, Learning and Adapting (CLA) approach stands out for its holistic scope, integration into Agency policy, and focus on capacity-building.
The Agency’s best work in leveraging CLA has contributed to promising advances in both country ownership and sustainability. Much remains to be done, however, to better understand how to institutionalize CLA and leverage it to increase sustainability in ways that support countries as they move towards greater self-reliance. These priorities present an impetus to deepen CLA at USAID, as well as to inform and learn from how others approach their own organizational learning efforts.
We expect that this event will enhance knowledge sharing and understanding of programmatic approaches across countries and regions, with an explicit focus on how CLA practices can intentionally inform implementation that supports country self-reliance.
Due to space limitations, attendance at this event is by invitation only.
The overall purpose of MTN 2019 will be to convene decision-makers, thought leaders, donors and implementers around two questions:
- How can we better leverage systematic, intentional and resourced collaborating, learning and adapting to operationalize and accelerate the shift toward a new relationship with developing countries that supports their self-reliance?
- How can we further institutionalize organizational learning and adaptive management in our respective institutions to support this goal?
We expect that this event will enhance knowledge sharing and understanding of programmatic approaches across countries and regions, with an explicit focus on how CLA practices can intentionally inform implementation that supports country self-reliance.
Expected outcomes of MTN 2019 include:
- Support built for USAID’s approach to fostering self-reliance through development assistance that emphasizes strong organizational learning;
- Tools, approaches, and methods that have been crowd-sourced across development organizations to institutionalize organizational learning and adaptive management;
- Shared challenges and opportunities identified around investing in and leveraging learning from development programming;
- USAID’s role in championing evidence-based, adaptable approaches within the larger context of foreign assistance extended.

Moving the Needle 2019 will take place at the Knight Conference Center at the Newseum, 555 Pennsylvania Avenue Northwest Washington, DC 20001
The closest Metro stops are Archives/Navy Memorial/Penn Quarter (Green & Yellow Lines) and Judiciary Square (Red Line). The entrance to the Newseum parking garage is on C Street NW.
Registration will begin at 8:30 a.m. and the day will end at approximately 5:00 p.m. Coffee and a light breakfast will be available for all attendees upon arrival and lunch will be served.
