Locally led development involves local stakeholders taking the lead in all aspects of the development process, including determining visions of success, measuring progress, learning and adapting, and evaluating results. Participatory evaluation offers a framework for engaging local stakeholders in each stage of the evaluation process, from deciding to evaluate and selecting priority questions to validating and utilizing evaluation findings. This note offers practical guidance and examples to help USAID and its evaluation partners design and carry out evaluations in more participatory, locally led ways.
