Capacity Building Needs Assessment for Sustaining the Pre-Service Teacher Education Program in Jordan

Agile Consulting has been providing management consultation services in Jordan since 2017, promoting business excellence through strategic partnerships. With the conclusion of the USAID-funded project in sight, Agile Consulting undertook a Capacity Building Needs Assessment Assignment to evaluate the governing body of Pre-Service Teacher Education (PSTE) Program, aiming to ensure the program's sustainability post-USAID funding. The purpose of the PSTE Program to address the shortage of qualified teachers in Jordan. However, frequent changes in roles and positions within the governing body posed significant challenges, complicating the identification and engagement of the right resources. To overcome these challenges, Agile Consulting implemented the Collaborating, Learning, and Adapting (CLA) framework. This approach facilitated strategic collaboration with program stakeholders and implementation partners, enabling a thorough understanding of the program dynamics and development of relevant assessments. The CLA framework also supported adaptive management, allowing the team to adjust plans and integrate new personnel seamlessly. Agile Consulting conducted extensive desk research, followed by Key Informant Interviews (KIIs) with stakeholders. The iterative process of gathering and analyzing data enabled real-time adjustments and improvements, ensuring data accuracy and relevance. These efforts culminated in the development of a Capacity Building Plan to ensure that stakeholders are equipped with the right skills for Program continuity. By leveraging the CLA framework, Agile Consulting identified critical gaps and provided targeted capacity-building packages. This strategic approach ensures that the knowledge and capacities required to sustain the program are effectively transitioned to stakeholders, thereby maintaining the quality and impact of teacher education in Jordan.
