This guide is written for USAID staff, for intermediary organizations the Agency has chosen to develop partnerships between U.S. and host-country entities, and for the partners themselves.  While the term “partnerships” refers to many types of relationships, a decision was made during the conception of this study to concentrate the guide on partnerships between U.S. and host-country organizations. The type of partnership described herein is a voluntary collaboration between two or more entities (U.S. and host country) where the parties have agreed to cooperate to achieve mutually desirable objectives. Partners share decision-making, investment, risks, and rewards.
